Nathan and Haley needed a big obstacle in their adult life to prove the strength of their marriage, and this is one of the things they had to deal with. Also, while this storyline is annoying, it does show a realistic aspect in marriage. If you didn't reach it, there's an episode soon that really explains everything and provides a mender to Nathan and Haley's relationship. Also, I do blame Carrie too because Nathan is in a vulnerable state and Carrie took advantage of that, but as much as I love Nathan, this is my least favorite season of him. That being said, what he is doing is totally wrong and he should've put a stop to it earlier, but he never considered cheating on Haley or had any feelings for Carrie. He lets the flirting go because of that - not because he likes Carrie.
Then Carrie comes along and flirts with him, which makes him feel admired again - like the person he used to be. Being in the wheelchair and losing your dream for four months made him feel like he had nothing to offer and he felt useless.
With Carrie, he is making mistakes, but there are still lingering aspects of his depression still there. It's sad how the writers never focused on his mental health. That doesnt mean he didn't love Haley or Jamie, but depression can consume you. He also lost his life-long dream and became paralyzed (and thought he would be stuck in the wheelchair) in the one night he was so close to him dream, which can definitely cause a person to sink into a deep depression. He fought to get out of the wheelchair and his depression because he loves her so much and didn't want to lose her after her ultimatum.
